Lake Norman Transportation Commission (LNTC), with the detailed stipulations included in this motion, approves and endorses the road improvements in association with the proposed Augustalee development, and further endorse the conditions and amendments placed by MUMPO during the Apr. 29 vote in favor, with the below clarifications and amendments:

  • Widen US 21 from Boat House Court to a direct connection/tie-in with the current, planned Hwy 21 improvements in Huntersville
  • Widen Westmoreland Road from W. Catawba to US21
  • Widen I-77 to at least 3 lanes, in both directions, from south of Exit 23 to Exit 28.
  • NCDOT has shown a sincere interest in continuing the I-77 widening further north to Exit 30.  The LNTC encourages NCDOT to widen  I-77 to at least 3 lanes, in both directions, from Exit 28 to Exit 30 at the same time that the Exit 23 to Exit 28/I-77 widening is occurring.
  • Construct a new Exit 27 interchange (Westmoreland Road) on I-77
  • Construct Jim Cooke Road (Bailey Road realignment)
  • Construct the I-77 overpass (Jim Cooke Road) to connect with Northcross Drive Extension
  • Construct Northcross Drive extension to connect from Jim Cooke Road to Eagle Ridge Way Ln.
  • Endorse and make good faith best efforts for the construction of Northcross Drive Extension from the existing terminus to Jim Cooke Road by advancing NCDOT STP-DA funds during the same time that the northern portion of Northcross Drive Extension (Jim Cooke Road to Eagle Ridge Way Ln.) is constructed.
  • Endorse allocating any remaining NCDOT STP-DA funds from the Northcross Drive Extension project to constructing and/or implementing intersection improvements (including, but not limited to light timing and appropriate turn lanes) at the intersection of Northcross Drive and NC73.
  • All projects included in the April 29 MUMPO amendments will be funded from sources other than TIP funds.
  • HOV/HOT lanes are the preferred option for the new I-77 lanes, although NCDOT retains the final decision.
